It is not outside the realm of possibility that the submarine did not submerge on the trip from the coast of Africa to wherever that was. World War Two diesel-electric boats had nowhere near the endurance our nuclear powered subs of today have, and they ran faster on the surface than below. If there was no enemy acivity in the area (and this was only 1936) there was no good reason to submerge, using precious battery power.
