[comp.lang.c++] request for public domain c++

a) is there some kind of 'public domain' c++ compiler available?
   (perhaps some sort of GNU-project?)

b) does anyone know of an implementaion of c++ as a
   preprocessor to c ( which is public domain preferably ) ?

c) is there any LALR(1)-grammar (yacc-grammar) for c++
   available?
