When I heard Dr. D. back in Seattle, on KZOK, he also had bleeps, the same sound, too. Since these bleeps cover things WCOZ normally plays without question, I believe it is the Doctor. I also seem to recall him stating that he does this himself (likely so that he can [at least theoretically] play in Podunk...).
