[comp.lang.c++] Where can I FTP the NIH Class Library?

The May Dr. Dobbs mentions the NIH Class Library, which seems like a very
nice thing to have.  Unfortunately, they only mention how to get it from
BIX, of which I am not a member.  Is it available for FTP anywhere?
