[comp.lang.c] Does extern "const" allocate storag

I've not been following this discussion closely, but am I
correct in misunderstanding that a possible use for "const
volatile" would be a readonly variable that is written by
another process? That is, if C supported declaration of shared
memory, in addition to System V style dynamic allocation.
