[comp.lang.c] CVS timelocal function

I am trying to get cvs 1.0 running on my Xenix 2.3.3 system and
haven't been able to find any information on the timelocal
function in patch.c.  It appears to be similar to maketime.

Any hints as to where to find the function, manual pages, or a
description of what it does?
