The story, as I remember, is a juevenile called "Creature from the Deep"
or something like that. It is good for a juevenile, and when I read
it, I found the suspense and the terror pretty nerve-racking. But this
was years ago. The ending has the amphibian intelligence traveling
to a sister city that had regressed into a barbarous dictatorship.
Once winning their way free from the sister city, the story ends with
the human children being returned to the surface, and the city sinking
to the center of the earth with some freed amphibious people from a
revolution in the other city. Good story (if you can't tell from my
remembering it from a long time ago (~15 years)... it was one of those
stories you got from the once-a-month book catalog in grade school.)
