You could try EPC Modula-2 from Edinburgh Portable
Compilers in the UK. The compiler is available on

EPC Modula-2 comprises compiler, libraries, 
documentation and automatic make utility. 
There is an extensive interface to Unix and
cross-calling to C is very easy. All compilers
are actively maintained.
