[comp.lang.pascal] Is this compiler Public Domain?

I stumbled upon a portable PASCAL compiler and I am wondering whether or not
it is in the public domain.  The compiler is known as 'p4' and I've heard
that there is a book describing it.  It's all in one file and here is the 
header :
