I've read that Borlands VGA256.BGI is available from Compu-
Serve. Is it available via anonymous ftp anywhere. I assume 
I have no access to it on CompuServe without an account.

Correct.  It is on either or both BPROGA or BPROGB (Borland programming 
forums A and B, respectively).  This is where I got my copy.  True, you
need an account to access Compuserve, and you will be billed for connect
time while downloading your copy (amount depends on baud rate).  I have
also seen it on SIMTEL in PD1:<MSDOS.BORLAND>VGA256.ARC (I *THINK*).

Or you could try simtel: msdos/borland.
