I use the technique you suggest all the time. While I am I SCCS fan, RCS would work equally well. Each section of the document resides in a controlled source code file, and I use the "make" utility to grab the most current version of any portion of the document. The troff master document is just a bunch of include statements to pull in the files. You can get quite a bit sexier (printing specific versions of the document) by synchronizing the version numbering of the particular sections.
