[sci.research] How to does the FDA validate a drug?

I am interested in reading about the procedures for FDA drug
validation.  Basically I want to use similar methodology to
validate other things.  Can someone either send me a short
description of how drug evaluation is done or send me a list
of references?  Phone numbers and addresses at the FDA would
also be interesting.
