No it doesn't count. Spacelab was not sponsored by ESA, it was developed and
built by ESA. It was a cooperation with NASA, the deal was that ESA made
Spacelab and got a launch with for it, after the flight Spacelab was NASA's.
Pretty good deal for NASA...
