I came across a used Radio shack phone "Duophone 660" and I was able to repair
the charging circuit so that the hand held unit will charge.

I still have one problem, when I hit the talk button I get 10 beeps instead of a
dial tone.
The base unit has a button marked enter code and when I hit it the hand held 
unit beeps once.
Therefore, I came to the conclusion that the hand held unit needs a code to work
with the base unit.  My problem lies in the fact that I don't have the manual
for this phone and I need to know what the enter code button is for and how it 
is used.

[sorry to post this instead of replying by mail but our mailer cannot
handle .UUCP addresses without a path]

Press "code enter" button so that the hand-unit beeps once. Then enter
4 digits through the keypad. This will set both units to the same security
code. If the hardware is ok, you should now be able to use it.
