[misc.legal] Public Policy as it affects DNA Sequencing technology

GREETINGS and wishes for the best the world can give to everyone out there!!

Could anyone give me any hints as to where I can find references on how
public policy, i.e. government intervention, has affected technology for
molecular biology?  I am doing this for an assignment and am planning to
focus on the Human Genome initiative.  I would like to be as comprehensive
as possible and to try to cover even the radiation training and handling
of neurotoxins, i.e. acrylamide.
