R.I.C.O For the S&L Scum
RICO is the Racketeering, Influence & Corruption Act
It basically allows a grand jury to indict a group of people for breaking the
law.
It could be used to round up all *people* that a grand jury was convinced
had acted as a group to promote corruption, influence events or actually
( physically ?? ) engaged in rackeetering.
Originally envisioned as a way to smash the mob and drug cartels...
Now congress wants to change it because they could ( indirectly )
be convicted as accomplisses of the S&L scam.
First alternate use of RICO I heard of was against the "pro-life"
groups for concerted actions to block *legal* access to abortion
clinics ( via bombings etc ). Turns out those people were CONVICTED.
BKG: All your assets are frozen, can be used by the govmt to prosecute YOU!
BKG: All criminal and civil ( $$$ ) penaltties are Double or Quadruple.
A women that was a member of a terrorist group was convicted of being
an accesory to a brinks hold up when she wasn't in the Country at the time.
Sentence : 40 years, 2 in a dungeaon in Lexington KY.
So when the govmt said they didn't have the resources to prosecute the S*L scum
i thought up this Bumper Sticker Idea.
I now give it up to the public domain ( I don't even know ho to get it made )

The real problem is that congress is quietly protecting themselve from
this notion. I got this update:

Here's what I dug up on the RICO revision now in front of Congress.
H. R. 5111 is a bill currently in the House which well markedly diminish
the ability of people to bring civil RICO suits. Under the present RICO
law, a civil suit can be brought against all members of an "enterprise"
responsible for causing damage to property or business. This definition
is so broad that it includes the possiblity of suing just about everyone
in the most remote manner being responsible for the damage. This would
include all the officers and staff of a savings and loan, for example.
Under the proposed revision, only a "major participant" could be subjected
to a RICO suit. There is also a provision permitting a retractive
application of the revised law to cases that are currently pending. This
would let just about everyone involved in the savings and loan mess off
the hook, as far as RICO civil suits are concerned.
It may already be too late to write your congresscritter about
this. H. R. 5111 was supposed to come up before the House Judiciary
Committee today. This bill seems to be rushing through the Congress with
undue haste.
I personally think that RICO as a whole is an awful law and should
be repealed in its entirety. However, it looks as though some of its
good points will be taken out, leaving only the bad.
