Following up on Jon Bentley's Programming Pearls in CACM, I just read Knuth's original article on Literate Programming (Computer Journal, vol. 27, no. 2, pp 97-111 (1984) ). In that article he says that a H. Thimbleby wrote a version of web (actually weave and tangle) that used troff and C, instead of TeX and pascal. I'd appreciate any pointers to that or similar work.
