Yes, that was Ranking Roger.

Maybe, it's too soon to tell.

God, I hope not unless they've changed their style at least a little.

According to what I've heard, the members of the 'English Beat'
formed 'General Public' to become what they had hoped the
'English Beat' would be.

Yes, that is Ranking Roger. If you've heard the album you know that he and David Wakeling WERE the BEAT.

Yeah, you're right--Ranking Roger of the Beat, somebody else from the 
Beat, and Mick Jones of the Clash...

       Joe,
          The "somebody else from the Beat" on the General Public album is
David Wakeling who pretty much was the dominating force within the Beat.
Mick Jones only plays on one or two songs and is not part of General Public.
