Finland denies responsiblity for yesterday's "Mainila Incident", and
refuses to withdraw her troops from the border, but offers to negotiate
a mutual withdrawal with the USSR.  Soviet radio calls upon the Finnish
people to overthrow their leaders.

London expresses to the Soviet ambassador their wishes for a peaceful
resolution of the conflict, while Berlin supports the Russian demands
and blames Britain for the conflict.

The British Admiralty blames the sinking of HMS Rawalpindi upon the
pocket battleship Deutschland.  (She was, in fact, sunk by the Scharnhorst
and Gneisenau).
