Finland admits that the fortress at Kovisto, on the right flank of the
Mannerheim Line, has been evacuated.

Following the Altmark incident, Hitler concludes that Norwegian 
neutrality cannot be guaranteed.  He gives the final go-ahead for
Operation Weseruebung (the invasion of Norway and Denmark).

The 83,000-ton liner Queen Elizabeth secretly leaves Britain on her 
maiden voyage to Halifax and New York.  She carries a new degaussing rig
to neutralize magnetic mines.

Undersecretary Welles meets with Premier Mussolini in Rome, delivering
a personal note from President Roosevelt.  He is to leave tonight for
Berlin, with an unexplained 24-hour detour to Switzerland.

The US Senate's Republican majority passes (over Democrat protests) a 
resolution memorializing Congress to pass a law barring any President from
seeking a third term.  The obvious target is President Roosevelt, a Democrat
in his second term.
