[soc.culture.indian] singular value decomposition of a matrix

I am posting this on behalf of a friend of mine who does not have access
to the net.

She is looking for Pascal routines for calculating the singular value
decomposition of a matrix.
If no Pascal routines are available, information on C routines would
be appreciated.
