This is easy, you forget the "apparent" size of the earth was much smaller then. The "felt effect" of the water would have been enough to fully submerse the earth. As the increase of "apparent" size made the earth bigger, the relative volume of the water remained constant (since it was of divine origin and not subject to mudane rules of the universe). This would perfectly account for the relative sea/land ration we have today. Since this fact is obvious I have not bothered with any math to prove it.
