You are already presuming something when you speak of "value
systems." Shouldn't we first discuss whether values (whatever
they are) must (or tend to, or do) form a system?  Some people
seem to do very well without their personal values being systematic.

I concede that a system is probably necessary if you're trying
to prescribe values for other people!  (Something I avoid doing.)
