No, it would be imprudent to bet your valuable butt  on  that.  A
small  but determined minority can put up an awful lot of fight -
and make the slavery idea not worth the majority's  while.   This
applies to other coercive measures, too.

Combining legal and extralegal means is especially effective
for such a minority.
