So what?  By rewarding it, they "may" defuse it also.  Go figure.
Anything "may" do anything.  Assert something, or shut up, but 
don't keep us hanging!

No -- the effect of SOMETHING is to make SOMEBODY SAY that.  For all
you know, (at least, insofar as you've claimed to have evidence) the
use of porn DELAYED the carrying out of such actions.
