[mod.announce] mod.announce is being renamed news.announce.important

As part of the renaming of moderated newsgroups, this newsgroup,
formerly called net.announce and currently called mod.announce,
will be renamed to news.announce.important, effective with the
next announcement.  This should be the last announcement you
see on mod.announce.
