[net.sources.d] Looking for sources: pcat and patch

Ah, the pleasures of public domain software.  You get some,
you want more ....

The recently submitted (to mod.sources) man page management
package <cbosgd!ukma!ukecc!edward (Edward C. Bennett)> uses
the (System V) programs pack, unpack and pcat.  Now my Sys III
(among other things) derrived Fortune 32:16 has the first two,
but not the latter.  Does anyone have a public domain version
of pcat that s/he would be willing to share?  Or, failing that,
information on the algorithm and data structures involved?
The programs use Huffman encoding, but how is the encoding
implemented and how is the internal tree structure encoded?

While I have my hand out, what about the "patch" program,
to which I have seen a number of references.  It's clearly
a nice way to publish changes, but without it, all that detail
editing is tough!
