[net.micro.atari16] Microemacs again

  The MicroEmacs files I mentioned at tybalt.caltech.edu are C source files.
  In the DEC version in pub/uemacs36c, the files starting with pc_ are MS-DOS
  specific; those starting with at_ are atari specific.
  The Lawrence version in pub/uemacs36d is fresh out of the box and unmodified;
  its system dependancies are handled with #if preprocessor statements instead
  of separate files.
