[net.micro.atari16] source for "make" program requested

I am looking for a public domain version of the "make" program
which will work on a VAX running VMS.
If no one has such a beast, then I will hack any supplied version
which is written in C.

I could sure use a "make" that works on a VAX running VMS too!!
