[ont.sf-lovers] Anyone help me with the author/title of this book?

I am trying to remember the title/author of a book I read some time ago.

The story was about a comet that was very bright, which turned out
to have some sort of dust in its tail that entered the Earth's atmosphere.
This dust would embed itself into medal and undo the effects of
lubricating oils and/or grease, causing all engines, turbines, et cetera
to gradually overheat and break down.

The story was at a fairly junior level (grade 5-8 reading level),
and was mainly concerned with the impact of the loss of electricity,
automobiles, rail and air transportation, and other technologies,
on a small town.

I believe the author also wrote another story about some scientist
who made toys to counter some evil agent; I never read that story,
so I don'k know much about it!

If I was back in Toronto I would try the Spaced Out Library;
since I won't have a chance to do that for a while, perhaps someone
could help me out?
