[ut.supercomputer] Technical translation and 1 new TR

I have yet to see a posting to this new board, so here goes (we thought
about starting one, but the traffic on the usenet's archiecture group
was low, I hope we are proved wrong).

Several members of Silicon Valley IEEE committees are worried about
the volume of technical information coming from foreign countries,
especially Japan.  It is estimated 80% of what gets written in Japan is
never translated to the English.  We know major have been done by
glimmers of books and papers seen in recent trips and partially translated.
To this end, not just for Japanese, a collection of people on the ARPAnet
and the USENET are posting information on significant new papers.

We are using Unix refer format for our basic format because it's easy
to use, can be text formatted with refer and [nt]roff and is widely
available.  If you are interested, write me at eugene@ames-nas
[ames!amelia!eugene on the UUCPnet], and will tell you more.

Now for the significant paper, it's in English.
