I believe that it is the (possibly unwritten) policy of CCITT *not* to accept any "de-facto" standard, but rather design something entirely from scratch so as not to give any vendor market advantage. I hope someone can correct me on this, but I fear the thruth is pretty bleak. -------

What you say is true reagargin the bastardization of "de-facto" and usually frozen by committees on the basis of usage rather than rightness. Usually they take a good look around and see what can be added and subtracted, both quality and qauntity, before they adopt. Can you image the prolifera otherwise ! Dave
