I believe the Bell Operating Companies will implement CCIS (or rather
CCS#7) sooner than you think (e.g. beginning in early '87).  The reason
has to do with 800 number calls.  At the moment, only AT&T can translate
an 800 number to the actual physical line, so all 800 calls are routed
on AT&T long distance lines.  By implementing CCS#7, the BOCs could
set up their own translation system, which could then include
which interexchange carrier the receiving business wanted the call
routed over.  MCI, Sprint, et al will pay the BOCs generously to be
able to get a crack at the 800 number business, and will thus
finance much of the implementation of CCS#7.
