Just because touch-tone doesn't work, doesn't mean it's disabled, especially if you have an older ATT or ITT phone. If you do not hear a tone when you push the button, then you have tip and ring backwards (reversed polarity). If you do hear the tone and it doesn't break dial tone, then touch-tone is disabled. P.S. Anyone seen those silly polarity reversers they sell for $5.95? I guess it's for people too scared to use a screwdriver on a junction box.
