Is there a number (or a per-exchange number) in the Boston area
for making your phone ring-back when you hang up? Every other
city I've lived in has had this service.

The only reliable number I know of is 0--have the operator ring you back. No
doubt there are numbers in specific exchanges, but the greater Boston area has
a diverse zoo of switches. Many areas don't even have 911 service yet.
