[mod.computers.ridge] VTIME & VMIN in termio

	Does anyone know if ROS 3.3 update 3 correctly implements
the timed out reads for terminals using VTIME and VMIN?  For some
reason, I remember this not to be the case, but I can't find
confirmation anywhere.
