For folks in the greater-Philadelphia metropolitian area, I recently
found a company that will refill Canon laser printer toner cartridges.
These are the ones used in the HP LJ, Apple LW, Imagen 8/300, and other
Canon-based laser printers.  I dealt with Charles Klinges at Automated
Office Systems, (215) 688-1995, 560 Lancaster Avenue, Radnor, PA  19087.
He requires a minimum order of 10 cartridges, refills them for $45, and
they keep track of how many times each cartridge has been refilled (2
refills is the max).  Some cartridges cannot be refilled for one reason
or another, and they are marked as such and returned to you.

The refilled cartridges have the quality level discussed lately on Laser-
Lovers.  In particular, some are quite good and others are fairly poor.
None of them is quite as good as a brand new cartridge, but none of the
ones we got was too bad for drafts and public laboratory use.  I wouldn't
trust them for use by the secretaries in my department yet. The office
staff is pretty flighty and skitish when things go wrong or the printer
makes smudges.
