/install/acl_both seems to work just fine at setting up the files with
the correct acls.  It doesn't surprise me to read that it takes a while
for crpasswd to run on 2700 users.  I only have about 50 users so
crpasswd takes about 15 to 30 seconds to run.  It prints out what it's
doing along the way.  If you are not getting the messages, perhaps it is
blowing up with that many names.

I'm not sure if it is a typo but "#!/bin/csh" should be "#! /bin/csh"
according to my documentation.  It works fine on our network.

After you delete the password file and have it recreated, I would run
the appropriate command in /install/acl_both on it.  I would not add any
more names with edacct or edppo until crpasswd has finished running.  I
would not kill crpasswd in the middle either.  Both of these seem to
asking for half finished results.  

What does Apollo say about this?  I'll ask Apollo about it next time I
talk to them.  I would call the 1-800-2APOLLO number if I were you.
