The way to allow user's to use tapes not their own is :
	$ MOUNT /OVER=(OWNER_IDENTIFIER) MTA0:
This works in VMS 4.2 ( I didn't check earlier VMS) and
it is in the HELP. Just go:
	$ HELP MOUNT /OVER
