Does anyone know of a program for VMS that does the same thing as Change does on TOPS 10? In case you are not familiar with the change utility it had the capabliity of reading EBCDIC or HP or a few others and translating them into forms understood by TOPS 10.

We use AVATU, which reads and writes EBCDIC tapes with IBM standard labels, and patched that (V3) program to run under V4. I can send you a copy of our version and our documentation. I'm looking for something better, though.
