I am working on a vms4.2 system. I need a stand alone tar or
dump program to easy file transfer from my computer to a Unix
System. Do you know of any available, preferably public domain.

It is a Bourne Shell which you can choose to replace DCL on a VMS/VAX. It is suppose to (I haven't tried it) have a tar command built in to read/write tar tapes.
