This version is THE latest version, and will compile under
VMS C V2.1-007. Few irritating smg problems have been ironed
out.

received to date)
o Bulletin system is NOT in the public domain. It is protected

o Bulletin system is NOT a conferencing system. Currently
it does not keep track of who posted the bulletin, and
does not have a REPLY mechanism. It may, however, be
used by as many people as you desire, forming an
information exchange system. Since it supports multiple
topic libraries, it is typically used to create special-
interest bboards.
o Bulletin is very unportable. It is designed for VMS, and
makes heavy use of its facilities. If you need it under
UN*X, It is probably easier to hack Vnews or re-write
it from scratch. (But, of course, someone may prove me
wrong..)
