There appear to be at least 4 versions of the VMS v4.4 job controller (SYS$SYSTEM:JOBCTL.EXE) that have been distributed by DEC as a result of different software distributions and image patches. At least one of these versions has a significant impact on the accounting utility. The SET ACCOUNTING commands DO NOT work as documented!!! In particular, with my version of the job controller, doing a SET ACCOUNTING/DISABLE will both stop accounting and disable all the keyword flags. (Keyword flags are not supposed to be cleared.) A subsequent SET ACCOUNTING/ENABLE will restart accounting, but since all the keyword flags have been cleared, NOTHING is logged to ACCOUNTNG.DAT. I have to do a second SET ACCOUNTING/ENABLE=(BATCH,...) command to set all the keyword flags I want. This behavior is distinctly different from earlier versions of V4 and the V4.4 documentation. If you use VMS accounting you should investigate the behavior of your job controller. DEC is aware of this problem and claims they will have info on their SOFTWARE INFORMATION NETWORK sometime soon.
