[mod.computers.vax] detect terminal speed / queue name

Could somebody please give me some hints how to get the following information:
 a) The speed of the terminal
    (If a user is coming in at low speeds, the command to invoke the editor
     should specify a different EDTINI.EDT file; also, some fancy setting
     of the prompt string becomes a pain a low speeds.)

 b) The name of the batch queue where a job is running.
    (We have a cluster of different VAXs running batch queues with different
     charging methods. So if a batch job could write a line to the .LOG file
     stating its environment, the user could figure out how much it costs.)
