I want to view current file protections and set new file protections
without spawning the subprocesses, dir/prot and set protection. Preferably
by calling a system routine from basic(or another high level language).

See page SYS-446.5 in the VAX/VMS System Services Reference Manual. It
describes the SYS$SETDFPROT routine which performs that function.
