There is a small set of VMS software in the SIMTEL20 on ARPANET/MILNET. I do not know if they would be willing to load the whole DECUS library, but they certainly will accept contributions of file transfer, file archiving, terminal emulation software, and VMS equivalents of CP/M, MSDOS and UNIX file utilities. ARPANET/MILNET users may FTP files using the standard "anonymous" login method.
