Although I don't know any specifics, the Wisconsin ARPA-BITNET gateway
(Node WISCVM) has not been 'up to snuff' for a while. The last bulletin
I saw about it said something about hardware problems on the Arpa side,
that was several months ago.
You might want to look into alternate gateways, since BITNET and ARPANET
have several mail gateways between them. WISCVM is accepted as the official
gateway, but it is hardly the best one. I would check the file BITNET GATES,
available from NICSERVE@BITNIC.BITNET for some more info.
