Our system is set up in such a way that everyone has an account on the 8600 (the hub machine, as it were) and only certain groups have accounts on each of the MicroVAXes. Thus, we use LGICMD on the 8600 to separate who executes what on login, while on the uVAXes we use SYLOGIN since they are a pretty homogeneous group. There is in fact not a great deal of difference between groups, but it does allow some of them to set up their own logical names and symbols for special programs if they want to.
