Since several people asked me for a summary, here's the essentially info
I collected about ANL's NJE software:

(3) IBM and VAX are connected via a synchronous line (DUP11 or DMF32).
(4) The VAX apperears as an end node in a standard IBM NJE peer-to-peer
network. NJE (Network Job Entry) is the name for a protocol
supported on IBM computers that utilize VM/RSCS, MVS/JES2, MVS/JES3,
or VSE/POWER.
(5) The NJE capabilities which are implemented include immediate transfer of
commands and messages and store-and-forward transfer of print files and
punch files as well as transfer of jobs from VAXC to IBM.
(6) The software is distributed as source code (mostly FORTRAN).
