RE: accounting packages that run on VMS V4.5 

I am in need of information on any accounting systems that run on VMS V4.5.
We have an accounting system now that we use to charge our users for such
things as number of blocks of disk space used, number of pages printed, cpu
time used, and connect time used.

We have been using this system (written in PL/I and FORTRAN) for a little
more than a year, but we are interested in finding a system that is easier
to maintain, is more robust, is documented well, and can be easily changed 
(if need be) to fit in with our present accounting practices. 

One of the things this accounting system must handle is what we call shift 
changes. We charge different rates for CPU and CONNECT time for the time 
period from 07:00 to 18:00 (prime time) and the time period from 18:00 to 
07:00 (secondary time). Secondary time is charged at a lower rate. The 
trouble with this is that if someone logs in at 06:00 and stays logged in 
past 07:00, they are supposed to get charged secondary rates for the CPU time
used from 06:00 to 07:00, and charged prime rates for any CPU time after 07:00.

However, the VMS accounting utility and its associated database 
has no way of differentiating the CPU time before 07:00 from the CPU time 
afterwards. Certainly one way of resolving this is to logout everyone at 
07:00 (and 18:00) and let them log back in again. However, I doubt our users
would like this.

Does anyone know of any accounting systems that may fit these 
requirements?  I would appreciate any information anyone can offer.

I have been using Pacs Plus from Signal Tech for quite a while and have
found it to be very flexible and robust.  I am pretty sure that it can
handle your swing shift type problem....  I am positive that you cand
specify different charges on a vs. time of day schedule but I can't
remember what it will do if you cross time boundaries......
